Jordan Lee Adams, a 26-year-old U.S. Navy sailor from Wayne County, North Carolina, pleaded guilty today to the production of child pornography, exposing a years-long pattern of exploiting underage girls while serving in the military. The guilty plea, entered in Norfolk, Virginia, marks a grim chapter in a federal investigation that uncovered graphic material spanning nearly half a decade.
According to the statement of facts filed in court, Adams created sexually explicit videos and images of four minor females between 2009 and 2013. Among the most disturbing evidence: a video showing Adams, then 21, engaging in sexual acts with a 14-year-old girl. The footage, investigators say, was not only produced but preserved as part of a predatory digital archive compiled over years.
Adams didn’t stop at private exploitation. He uploaded a sexually explicit image of a 15-year-old girl to a social media group, which quickly spiraled beyond his control. A stranger downloaded the image and used it to sextort the victim—threatening to spread it further unless she sent additional explicit content. The psychological fallout for the victim was immediate and severe, law enforcement sources confirm.
In addition to the images he created, Adams possessed sexually explicit material involving 10 other minor females previously identified by the National Center for Missing and Exploited Children. The discovery places him within a broader network of child exploitation, raising questions about digital distribution channels and the Navy’s oversight of personnel with access to sensitive systems.
Adams now faces a maximum penalty of 30 years in prison when sentenced on April 13. While Congress mandates the statutory maximum, the actual sentence will be determined by U.S. District Judge Arenda Wright Allen, guided by the advisory Sentencing Guidelines and other legal factors. No plea deal was disclosed, signaling a potential push for the full penalty.
The case was announced by Dana J. Boente, U.S. Attorney for the Eastern District of Virginia, and Tim Quick, Special Agent in Charge of the Naval Criminal Investigative Service (NCIS) Norfolk Field Office.
