Howell Teacher Duane Millar Gets 7 Years for Child Porn

Duane William Millar, 60, of East Lansing, Michigan, is going to federal prison for seven years after pleading guilty to receipt of child pornography. The former Howell Public School District teacher stood before Chief U.S. District Judge Robert J. Jonker in Grand Rapids today, where he was handed a sentence that reflects the depth and duration of his criminal conduct — a sprawling digital archive of abuse spanning two decades.

The investigation revealed Millar amassed over 40,000 images of child pornography dating back to 2004, including depictions of sadomasochistic acts involving minors. But what set this case apart, Judge Jonker emphasized, was Millar’s betrayal of trust. As a classroom teacher, he had daily access to children — a privilege he perverted by digitally altering otherwise innocent photos of students to include sexual content. No evidence showed physical contact, but the digital corruption was damning.

“A case that involves a teacher with an interest in child pornography is exceptionally troubling,” said Acting U.S. Attorney Andrew Birge. “Teachers have access to children and are in a special position of trust with students, parents, and the public.” That trust was shattered, Birge stressed, not only by the volume of illegal material but by the calculated manipulation of student images — a violation that re-victimizes real children every time the files are viewed.

Steve Francis, acting special agent in charge of Homeland Security Investigations (HSI) Detroit, underscored the ongoing harm caused by such crimes: “Every time a sexually explicit image of a minor is produced, transmitted, or viewed, a child is re-victimized.” The fact that Millar was in a school environment, Francis added, “is particularly disturbing and heightens our resolve to hold predators accountable.”

The case was built by the Michigan State Police Internet Crimes Against Children Task Force (MSP ICAC), in coordination with HSI. Initially prosecuted by the Ingham County Prosecutor’s Office, the case was escalated to federal authorities due to the interstate nature of the digital evidence. Assistant U.S. Attorney Alexis M. Sanford led the federal prosecution, securing a sentence that includes seven years of supervised release post-incarceration and a $5,000 payment to the Justice for Victims of Trafficking Act Fund.

Millar must now register as a sexual offender for life. This case is part of Project Safe Childhood, a nationwide initiative targeting child exploitation through coordinated federal, state, and local enforcement.
