Modesto Man Punches Fresno Social Security Guard

FRESNO, Calif. – Matthew Faron Blair, 33, of Modesto, learned today that a quick temper and a denied benefits claim can land you in federal prison. Blair pleaded guilty to forcibly assaulting a federal contract security guard at the Social Security Administration office in downtown Fresno, U.S. Attorney Phillip A. Talbert announced.

The incident, which unfolded on October 14, 2014, stemmed from Blair’s attempt to collect Supplemental Security Income (SSI) benefits. When informed his benefits had been suspended but could be reinstated with additional paperwork, Blair reportedly lost his cool. A security guard was rightfully called in to de-escalate the situation and escort the increasingly agitated Blair from the premises.

Escorting him proved…challenging. Instead of complying, Blair physically attacked the guard, leaving the officer with injuries to the head and mouth requiring medical attention. Details of the assault remain sealed in court documents, but the outcome is clear: Blair now faces a hefty reckoning for his violent outburst. The guard’s name has not been released.

The investigation was a multi-agency effort, spearheaded by the Federal Protective Services, with crucial support from the Social Security Administration’s Office of the Inspector General, the California Department of Corrections and Rehabilitation’s Division of Adult Parole Operations, and the Stockton Police Department. These agencies worked together to build a solid case against Blair, ensuring accountability for his actions.

Assistant U.S. Attorney Karen A. Escobar is handling the prosecution. Blair is scheduled to appear before Chief U.S. District Judge Lawrence J. O’Neill on June 5, 2017, for sentencing. He’s looking at a maximum sentence of 20 years behind bars, a $250,000 fine, and a requirement to pay restitution to the injured guard. However, Judge O’Neill will ultimately determine the final sentence based on statutory factors and the Federal Sentencing Guidelines.
