Jacksonville man Brian Holland, 23, has been indicted on federal charges of aggravated sexual abuse by force, stemming from a violent assault aboard a Carnival cruise ship in 2018. The indictment, handed down by a federal grand jury, thrusts Holland into the crosshairs of a high-stakes prosecution that could land him behind bars for life.
The alleged attack occurred on February 27, 2018, while the cruise vessel was operating out of Jacksonville. According to court records, Holland forcibly sexually abused a fellow passenger during the voyage. The ship, a floating resort operating under international waters jurisdiction, falls under federal criminal authority—making this a U.S. Department of Justice case.
Holland is now formally charged with one count of aggravated sexual abuse by force, a crime punishable by up to life in federal prison. In addition to incarceration, a conviction could subject him to a lifetime of federal supervision—an outcome prosecutors are aggressively pursuing.
Though the incident occurred years ago, the investigation has been tightly managed by the Federal Bureau of Investigation. Agents combed through security footage, passenger statements, and ship logs to build a case that prosecutors say leaves no doubt about Holland’s actions that night.
The case is being handled by Assistant United States Attorneys Ashley Washington and Jay Taylor, both seasoned in prosecuting violent federal sex crimes. They emphasize that no location, not even a vacation cruise, is beyond the reach of federal law when assault is involved.
An indictment is not a conviction. Brian Holland is presumed innocent until proven guilty in a court of law. But the charges mark a turning point for the victim, who has waited years for accountability. The case continues to unfold in the U.S. District Court for the Middle District of Florida.
