Sean Paul Conley-Refer, a Pittsburgh man currently locked up in Allegheny County Jail, has been hit with a federal indictment for receiving material depicting the sexual exploitation of minors. The one-count indictment, handed down by a federal grand jury in Pittsburgh, charges Conley-Refer with Receipt of Material Involving the Sexual Exploitation of Minors, a crime that carries a mandatory minimum of five years behind bars.

The charges stem from an alleged incident on October 8, 2021, in the Western District of Pennsylvania, where Conley-Refer is accused of knowingly receiving visual depictions of minors engaged in sexually explicit conduct. Federal prosecutors say the material was transmitted using interstate facilities, including the Internet and a cellular telephone, tools increasingly exploited in the digital trafficking of child abuse images.

Conley-Refer is presumed innocent unless proven guilty, as the Justice Department reminds in all such cases. Still, if convicted, he faces up to 20 years in federal prison, a $250,000 fine, and a mandatory term of supervised release ranging from five years to life.
