Sean Paul Conley-Refer, a Pittsburgh man currently locked up in Allegheny County Jail, has been hit with a federal indictment for receiving material depicting the sexual exploitation of minors. The one-count indictment, handed down by a federal grand jury in Pittsburgh, charges Conley-Refer with Receipt of Material Involving the Sexual Exploitation of Minors, a crime that carries a mandatory minimum of five years behind bars.
The charges stem from an alleged incident on October 8, 2021, in the Western District of Pennsylvania, where Conley-Refer is accused of knowingly receiving visual depictions of minors engaged in sexually explicit conduct. Federal prosecutors say the material was transmitted using interstate facilities, including the Internet and a cellular telephone, tools increasingly exploited in the digital trafficking of child abuse images.
Conley-Refer is presumed innocent unless proven guilty, as the Justice Department reminds in all such cases. Still, if convicted, he faces up to 20 years in federal prison, a $250,000 fine, and a mandatory term of supervised release ranging from five years to life. Sentencing, if a conviction occurs, will be determined under the Federal Sentencing Guidelines, weighing the severity of the offense and any prior criminal history.

The Federal Bureau of Investigation spearheaded the probe, tracing digital footprints to build the case against Conley-Refer. The investigation was conducted under the umbrella of Project Safe Childhood, a national initiative launched in May 2006 by the Department of Justice to combat child sexual abuse and exploitation through coordinated federal, state, and local efforts.
