Booz Allen Hamilton Inc., a contractor based in McLean, Virginia, has agreed to pay $422,557 to settle allegations of labor overcharging on a government contract. This settlement is a result of an investigation that found the company’s employee overreported his time, resulting in invoices for services that were not performed.

The investigation, which spanned from 2018 to 2022, was conducted by investigators from the General Services Administration (GSA) and the Defense Intelligence Agency. They compared invoices and timesheets for the employee with the employee’s badge swipe data for entering and exiting the secure facility where the contract was performed. This comparison revealed that the employee had overcharged for services he did not provide, leading to allegations of payment by mistake and unjust enrichment.

The investigation was initiated when Booz Allen Hamilton Inc. made a contractor disclosure, which led to the company receiving credit under the guidelines for taking disclosure, cooperation, and remediation into account. The resolution obtained in this matter was the result of a coordinated effort between the U.S. Attorney’s Office for the Eastern District of Virginia and The Offices of the Inspector General for both General Services Administration and the Defense Intelligence Agency.

Assistant U.S. Attorney Matthew J. Troy led the investigation, which resulted in the settlement. The civil claims settled by this agreement are allegations only; there has been no admission of civil liability. A copy of this press release is located on the website of the U.S. Attorney’s Office for the Eastern District of Virginia.

The settlement highlights the importance of transparency and accountability in government contracting. It also underscores the need for companies to accurately report their work hours and services provided. By taking disclosure, cooperation, and remediation into account, Booz Allen Hamilton Inc. was able to receive credit and avoid further penalties.

This case serves as a reminder that government contractors must adhere to the highest standards of ethics and transparency. The U.S. Attorney’s Office for the Eastern District of Virginia will continue to work with other agencies to ensure that contractors are held accountable for their actions.
