Carlos Alfredo Arroliga, Armed Carjacking, Oklahoma 2024

Carlos Alfredo Arroliga, 27, has been sentenced to 168 months in federal prison for his role in two armed carjackings in Tulsa, Oklahoma. His sentence comes on the heels of previous convictions and sentences for his codefendants.

Chief U.S. District Judge John F. Heil III handed down Arroliga’s sentence, marking the final chapter in a case that has plagued the community of Tulsa. ‘Carlos Arroliga took part in two armed carjackings at apartment complexes,’ said U.S. Attorney Clint Johnson. ‘He and his cohorts are now behind bars where they can no longer threaten or terrorize Tulsans.’

The other codefendants, Raul Hernandez-Moreno, 22, and Nicole Marie Rumualdo, 29, have also been sentenced to federal prison for their involvement in the incidents. Hernandez-Moreno was sentenced to 225 months, while Rumualdo received 144 months.

The trio was responsible for carjacking a gray Mazda 3 from Echo Trails Apartments and later targeting a maintenance worker’s Chevrolet Silverado at Bristol Park Apartments. The victims’ keys were taken, and the vehicles were driven away by the defendants.

Surveillance footage and a traffic stop led to the apprehension of Arroliga and subsequent arrests of all three suspects. The investigation was conducted by the Tulsa Police Department and U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations.

The case is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and making neighborhoods safer across the United States. Assistant U.S. Attorneys Gina S. Gilmore, Joel-lyn A. McCormick, and Thomas E. Buscemi prosecuted the case.
