Tajan Gets 10 Months for Sex Offender Registration Violation

Hagatña, Guam – Shawn N. Anderson, the U.S. Attorney for Guam and the Northern Mariana Islands, announced that Michael Yan Tajan, 33, from San Jose, California, has been sentenced to 10 months imprisonment for failing to register as a sex offender, violating 18 U.S.C. § 2250(a). The court also ordered five years of supervised release after his prison term and a $100 special assessment fee. Tajan was required to register with the Sex Offender Registry at any location he resides, works, or studies.

Tajan, who was a Navy Gunner Mate 3rd Class Petty Officer, was convicted on April 3, 2019, of indecent recording involving adult victims under the Uniformed Code of Military Justice Article 120c. He pled guilty to disobedience of a superior officer, indecent recording, and indecent viewing at a Special Court Martial in Guam, resulting in a reduction in rank, 90 days of confinement, and discharge from the U.S. Navy.

Despite residing in Guam from June 2019 to October 2023 and traveling off island before returning, Tajan never registered with the Guam Sex Offender Registry or informed it of his intention to travel internationally.

“The Sex Offender Registration and Notification Act (SORNA) is crucial for monitoring sex offenders after conviction,” said U.S. Attorney Anderson. “The Department of Justice enforces SORNA violations rigorously to protect our communities, information available at nsopw.gov.”

Special Agent in Charge Darren Hatalosky of the NCIS Southeast Asia Field Office emphasized, “Tajan’s failure to register as a sex offender after multiple convictions poses a threat to those around him. NCIS and the Department of Justice are dedicated to holding sex offenders accountable for their crimes.”

The investigation was led by the Naval Criminal Investigative Service, with prosecution handled by Assistant United States Attorney Rosetta L. San Nicolas in the District of Guam.
