Mt. Lebanon Man Guilty of Child Sex Exploitation

A former resident of Mt. Lebanon, Pennsylvania, has pleaded guilty to charges related to the sexual exploitation of a minor, in a case that exposes the darkest corners of the internet.

Andrew Kalyl Foxx, 42, a/k/a James Andrew Liles, a/k/a Andrew James Liles, pleaded guilty to two counts before United States District Judge J. Nicholas Ranjan in federal court on May 15, 2024.

The court was advised that, on or about March 3, 2023, Foxx attempted to and did employ, use, persuade, induce, entice, and coerce a minor to engage in sexually explicit conduct for the purpose of producing a video of such conduct. On March 9, 2023, Foxx did knowingly possess this video file depicting child sexual exploitation.

The law provides for a total sentence of up to 30 years in prison, a fine of up to $250,000.00, or both. Under the federal Sentencing Guidelines, the actual sentence imposed is based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Assistant United States Attorney Heidi M. Grogan is prosecuting this case on behalf of the government, while the Federal Bureau of Investigation, FBI-Pittsburgh Child Exploitation and Human Trafficking Task Force, Allegheny County Police Department, and Mt. Lebanon Police Department conducted the investigation that led to the prosecution of Foxx.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.

Pending sentencing, the Court continued Foxx’s detention, setting a sentencing hearing for August 6, 2024. The fate of this predator now rests in the hands of the court, as the community demands justice for the victims of this heinous crime.
