Jeffersonville Predator Gets 25 Years for Shower Cam Scheme

NEW ALBANY, IN – Joseph Grant Flamion, 47, of Jeffersonville, will spend the next 25 years in federal prison after pleading guilty to the sickening sexual exploitation of a child. Flamion, who had custodial control over the victim, systematically violated the child’s privacy and dignity by secretly recording them in vulnerable situations. Following his prison term, he’ll face another 15 years of supervised release – if he ever gets out.

Court documents reveal a disturbing pattern of abuse spanning 2021 and 2022. Flamion didn’t just stumble into this; he actively sought out opportunities to record a 13 and 14-year-old child while undressing or nude. He installed a hidden camera in the child’s bathroom and bedroom, and routinely slid cell phone cameras under doors to capture the victim in a state of complete vulnerability. The creep even took his depravity on the road, bringing a hidden camera on a family vacation to Florida and setting it up in the hotel bathroom to record the child showering.

The scheme began to unravel when the minor victim and a witness exposed Flamion’s perverted behavior to the Indiana Department of Child Services. Flamion, realizing his crimes were about to be discovered, attempted to cover his tracks, destroying the hidden camera before law enforcement could seize it. But it wasn’t enough. On July 5, 2022, the Jeffersonville Police Department, armed with a court-authorized search warrant, raided Flamion’s home and seized a trove of digital evidence.

Investigators found the secretly recorded videos of the victim on Flamion’s laptop, iPhone, and a MicroSD card. The laptop’s search history told a chilling story, revealing Flamion had been actively researching “hidden camera” and “real life cam” technology. Flamion admitted in his guilty plea that these recordings were created solely for his own sexual gratification – a cold admission of monstrous intent. The FBI and Indiana State Police were brought in to assist with the digital forensic investigation.

“All children deserve to live in a home that is a place of safety and love. This defendant used his proximity to a child to secretly invade their safety and dignity, sexually exploiting them for his own gratification,” stated Zachary A. Myers, United States Attorney for the Southern District of Indiana. “Those who seek to sexually exploit children must be identified and held accountable for the trauma they inflict on victims and their families.” FBI Indianapolis Special Agent in Charge Herbert J. Stapleton added, “The defendant took advantage of a child’s vulnerability…a place where they should feel safe and protected.”

Chief U.S. District Judge Tanya Walton Pratt imposed the maximum sentence, sending Flamion away for 25 years. But the punishment doesn’t end there. Judge Pratt also ordered Flamion to pay $10,000 in restitution to the victim, $7,500 in fines, and to register as a sex offender for life, wherever he resides. Col. Kenny Kavanaugh, Chief of Police of the Jeffersonville Police Department, emphasized the importance of the multi-agency collaboration in bringing Flamion to justice.
