Formerly imprisoned for child porn possession, 58-year-old Baton Rouge resident Thomas Mills V has now pleaded guilty to new charges of possessing child pornography. The revelation came during a routine traffic stop that escalated into an investigation into Mills’ illegal activities.
Mills was initially flagged by police for suspicious behavior near Highway 19 in Zachary, Louisiana. Officers discovered he was a registered sex offender living in Baton Rouge despite claiming residence in Zachary. A laptop and USB storage device were found at the scene, leading to a deeper investigation into Mills’ digital history.
Forensic analysis of the seized devices revealed over 1,300 images and six videos depicting child exploitation. Mills was sentenced to 62 months imprisonment for his previous federal felony conviction in 2012. His new charges arise from violations of supervised release conditions, including possession of a computer and computer components.
The Zachary Police Department led the investigation, which is part of Project Safe Childhood—a nationwide initiative aimed at combating child sexual exploitation and abuse. Assistant United States Attorneys Eli J. Abad and Ben Wallace are prosecuting the case.
