Dale Howe, Production of Child Pornography, New Hampshire 2024

CONCORD – The grim streets of Andover were brought to a shuddering halt as Dale Howe, 37, stood before the federal court yesterday, pleading guilty to heinous acts of producing and possessing child sexual abuse material (CSAM).

The charges against Howe, which have rocked the small community, include three counts of Production of Child Pornography and one count of Possession of Child Pornography. The 37-year-old’s sentencing is scheduled for an icy November 5th, 2025.

According to the chilling documents and court statements, Howe provided a minor victim with drugs before sexually assaulting them. He then captured his monstrous act in images that were discovered during a phone search. But this was just the tip of the iceberg, as at least three of these sickening child sexual abuse images were distributed through a social media platform. A sordid catalog of over 3,500 files of unrelated CSAM also lay in Howe’s possession.

Howe faces a stern sentence for his production-related charges, which could range from 15 to 30 years imprisonment, a maximum fine of $250,000, and at least five years of supervised release. The Possession of Child Pornography charge carries its own heavy penalty, with a maximum of 10 years behind bars and the same financial and supervisory terms.

Justice will be served by federal district court judge Paul J. Barbadoro, who shall impose sentences in accordance with the U.S. Sentencing Guidelines and statutes governing criminal cases.

This case has been a collaborative effort of Homeland Security Investigations, the Andover Police Department, the New Hampshire State Police, the Merrimack County Sheriff’s Office, the New Hampshire Internet Crimes Against Children (ICAC), and the Derry Police Department. Assistant U.S. Attorneys Heather A. Cherniske and Anna Z. Krasinski are the prosecutors leading this critical battle against child pornography.

The community of Andover anxiously awaits justice for the innocent victims and their families, as Howe’s plea marks just one step in a long journey towards restoration and healing.
