TALLAHASSEE, FLORIDA – Jericho Rayne Skipper, 30, of Panama City, Florida, will spend the next five years of his life behind bars after being sentenced to 60 months in prison for receiving child pornography. In addition to his prison term, Skipper faces ten years of supervised release and a hefty $66,000 in restitution payments to the victims of this sickening crime.
The sentence, handed down by the U.S. Attorney’s Office for the Northern District of Florida, is the culmination of an investigation that revealed Skipper’s depraved habit of trading explicit images of children through social media and online chat applications. Authorities discovered he was actively seeking out and collecting images depicting the sexual abuse of infants, toddlers, and young children. Following his arrest, Skipper readily confessed to his crimes.
“This case demonstrates the excellent work of our state, local, and federal law enforcement partners to identify those who prey upon the most vulnerable of members of our community—our young children,” stated U.S. Attorney John P. Heekin. “My office will aggressively prosecute anyone caught peddling child porn, and we will not rest until every child is safe from the predations of these sick individuals.” Heekin’s words underscore the seriousness with which federal prosecutors are approaching these cases.
The investigation, a joint effort by the Bay County Sheriff’s Office, the Panama City Police Department, and U.S. Immigration and Custom Enforcement’s Homeland Security Investigations (HSI), highlights the vital importance of interagency cooperation in combating online child exploitation. Nicholas Ingegno, Assistant Special Agent in Charge with HSI Tallahassee, emphasized the abhorrent nature of the crime, stating it “contributes to their repeated victimization.” Sheriff Tommy Ford of the Bay County Sheriff’s Office echoed the sentiment, stressing that “Keeping kids safe is a top priority.”
This conviction is part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice. The program aims to dismantle online networks involved in the sexual exploitation of children and bring perpetrators to justice. Assistant United States Attorney Meredith L. Steer skillfully prosecuted the case, ensuring Skipper faced the full weight of the law. The U.S. Attorney’s Office for the Northern District of Florida, along with 93 other offices nationwide, serves as the primary litigator in federal criminal cases under the direction of the Attorney General.
