ROCKFORD — The gritty streets of Whiteside County, Ill., saw a heavy sentence meted out to local dealer Thomas Duggar. The 55-year-old from Rock Falls was yesterday sentenced to more than eight years in federal prison for his role in the distribution of methamphetamine.
