Serenitycare Owner Kelley Oliver-Hollis Pleads Guilty to $250K Health Care Fraud

PITTSBURGH, Pa. – In a stunning turn of events, Kelley Oliver-Hollis, the 61-year-old owner of Serenitycare LLC, has pleaded guilty in federal court to health care fraud, according to Acting United States Attorney Troy Rivetti.

Oliver-Hollis, who operated under the state’s Home and Community-Based Services (HCBS) Waiver Program in Penn Hills, Pennsylvania, was charged with 39 counts including false statements, concealment of material facts, money laundering, and misuse of Social Security benefits. The charges stem from allegations that she failed to properly staff homes for intellectually disabled adults and submitted fraudulent claims.

Records show Oliver-Hollis regularly claimed HCBS benefits while neglecting to provide adequate staffing or maintain safe living conditions in the facilities. This neglect led to multiple citations for unsanitary and unsafe living conditions for residents, a clear violation of her responsibilities as a Medicaid provider.

Judge William S. Stickman IV has scheduled sentencing for February 10, 2026, with potential penalties including up to 10 years in prison, a fine of $250,000, or both.

Assistant United States Attorneys Gregory C. Melucci and Brendan J. McKenna are prosecuting the case on behalf of the government, with investigations conducted by multiple federal and local agencies including the FBI, Pennsylvania Office of Attorney General, and Department of Health and Human Services-Office of Inspector General.
