James T. "Jimmy" Dutchover, Financial Institution Fraud Conspiracy and Failure to File a Tax Return, Texas 2023

San Antonio, TX - James T. "Jimmy" Dutchover, the Chief Executive Officer of Reeves County Teachers Credit Union and a former state employee, pleaded guilty to defrauding the credit union and willfully failing to file a federal income tax return in a San Antonio court.

According to the U.S. Attorney's office, Dutchover conspired with an elected official to use his position as CEO to obtain $10,000 from the credit union through a loan made in the name of a relative of Dutchover, which was actually for the benefit of the elected official.

The loan was part of a scheme in which Dutchover and the elected official conspired to use Dutchover's position to obtain money and property owned by the credit union.

Dutchover also admitted to willfully failing to file a federal income tax return for the year 2015, despite receiving gross income from several sources, including approximately $9,197 from the State of Texas, $107,153 from the Reeves County Teachers Credit Union, and $77,350 from his sole proprietorship.

Dutchover faces up to five years in federal prison for the conspiracy charge and up to one year in federal prison for the tax charge. He remains on bond pending sentencing.

The case was investigated by the FBI's Public Corruption Task Force, consisting of investigators from the FBI and IRS-CI. Assistant U.S. Attorneys William R. Harris, Joseph E. Blackwell, and Sean O'Connell are prosecuting the case for the Government.

The sentencing date has yet to be scheduled.
