Physician and Eight Others Charged in Massive Prescription Pill Trafficking Ring

A massive prescription pill trafficking ring in Texas has been busted, with a Celina physician and eight others facing federal charges for their alleged roles in the scheme. Kevin Shelton, 53, a physician from Celina, was named in an indictment returned by a federal grand jury in February 2024, charging him with possession with conspiracy to possess with intent to manufacture and distribute controlled substances and conspiracy to commit money laundering.

The indictment alleges that Shelton and his co-conspirators conspired to possess with the intent to distribute a variety of controlled substances, including Hydrocodone, Oxandrolone, Nandrolone, Phentermine, Alprazolam, Diazepam, Testosterone, Tramadol, Adderall, and Dextroamphetamine.

The defendants made initial appearances on Feb. 29, 2024, before U.S. District Judge Sean Jordan. If convicted, they each face up to 20 years in federal prison. The prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation, which targets high-level drug traffickers, money launderers, gangs, and transnational criminal organizations.

The case is being investigated by the U.S. Drug Enforcement Administration and the Internal Revenue Service - Criminal Investigation. The defendants are being prosecuted by assistant U.S. attorneys in Plano and Sherman.

A grand jury indictment is not evidence of guilt. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The charges against Kevin Shelton and his co-conspirators mark a significant blow to the prescription pill trafficking ring, which has been operating in the Eastern District of Texas. The case highlights the ongoing efforts of law enforcement agencies to combat prescription pill trafficking and money laundering in the state.
