Marcos E. Carrion, Cocaine Trafficking, Texas 2014

A former Houston Police Department (HPD) officer has been charged with conspiring to distribute cocaine in Texas.

According to a federal indictment, Marcos E. Carrion, 36, surrendered to authorities yesterday after being charged with conspiring with others to possess with the intent to distribute five or more kilograms of cocaine from mid-2013 through April 2014.

The indictment was unsealed as Carrion turned himself in to authorities. He is expected to make his initial appearance before U.S. Magistrate Judge George C. Hanks Jr. at 2:00 p.m. yesterday.

Carrion, a five-year HPD veteran, had recently resigned from his position.

U.S. Attorney Kenneth Magidson announced the indictment, stating that the charges are the result of a six-month investigation by the Drug Enforcement Administration with the assistance of HPD and the FBI. The case will be prosecuted by Assistant United States Attorneys Mark E. Donnelly and Shelley J. Hicks.

If convicted, Carrion faces a minimum of 10 years and up to life in federal prison as well as a possible $10 million fine.

The charges against Carrion were made public as the HPD continues to grapple with internal corruption issues. The city’s residents are left wondering how a trusted law enforcement officer could be involved in such a serious crime.

An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.
