Oklahoma Duo Hit with Federal Sex Offender Charges

Muskogee, OK – The United States Attorney’s Office for the Eastern District of Oklahoma has announced a significant development in its ongoing efforts against sex offenders. Steve Arby Chandler II and Darrel Dewayne Perry have been hit with federal charges for failing to register as sex offenders.

Chandler II, 44, from Muskogee, is accused of traveling in interstate commerce and failing to register and update his registration as required by the Sex Offender Registration and Notification Act (SORNA). The charges stem from a period between April 3, 2014, and July 3, 2014. Chandler II received a felony conviction for Criminal Sexual Conduct 2nd Degree in Michigan on January 31, 1990. The offense is punishable by up to 10 years imprisonment and/or a fine of $250,000.

Perry, 54, from Tahlequah, has been indicted for failing to register after receiving felony convictions for Rape First Degree, Rape by Instrumentation, and Sodomy in Muskogee County on September 14, 1998. The charges against him cover the time frame from October 2014 until November 20, 2014. Perry’s offense is punishable by up to five years imprisonment and/or a fine of $250,000.

Both defendants are presumed innocent unless proven guilty beyond a reasonable doubt. The investigations leading to these charges were conducted by the United States Marshal Service.

The Assistant United States Attorneys Chris Wilson and Edward Snow will handle the prosecution of Chandler II and Perry respectively. Both cases underscore the federal government’s commitment to enforcing SORNA, which is designed to protect the public from sex offenders by ensuring they are registered and tracked.
