Killman Gets 15 Months for Failing to Register as Sex Offender

MUSKOGEE, OKLAHOMA – Paul Everett Killman, 50, of Muskogee, Oklahoma, will spend the next 15 months behind bars for deliberately dodging his legal obligations as a registered sex offender. The sentence, handed down today by U.S. District Judge Ronald A. White, reflects a blatant disregard for the law and a potential danger to the public.

Killman was sentenced for Failure to Register as Sex Offender, a violation of Title 18, United States Code, Sections 2250(a)(1), 2250(a)(2)(A) and 2250(a)(3). The case, brought by the United States Attorney’s Office for the Eastern District of Oklahoma, stems from an investigation initiated by the United States Marshal Service. The indictment, initially filed in March 2014, revealed a pattern of non-compliance stretching back to December 2011.

Court records detail a disturbing history. Killman’s requirement to register isn’t new. He was court-martialed and convicted of multiple felonies by the U.S. Air Force on February 10, 1997, including two counts each of Committing Indecent Acts and Indecent Liberties, along with one count each of Indecent Acts with Another, Receipt of Child Pornography, and Possession of Child Pornography. Despite this prior conviction and the subsequent requirement to keep his registration current under the Sex Offender Registration and Notification Act (SORNA), Killman knowingly failed to update his information as mandated.

Federal prosecutors proved that Killman intentionally failed to update his registration, creating a significant lapse in public safety measures. The SORNA law exists to ensure communities are aware of the presence of convicted sex offenders, allowing for informed protection of potential victims. Killman’s actions directly undermined that crucial system.

Following the sentencing, Killman was taken into the custody of the United States Marshal Service. He will be transported to a designated federal prison to begin serving his nonparolable sentence. Upon his release, he will face an additional five years of supervised release, during which his activities will be closely monitored.
