Ronald Scott Gibson Pleads Guilty to Child Porn Distribution

DAYTON, Ohio — Ronald Scott Gibson, 46, of West Manchester, Ohio, admitted in federal court today to distributing child pornography — a crime compounded by his 1998 conviction for Gross Sexual Imposition in Preble County. The plea, entered before U.S. District Judge Walter H. Rice, marks the second time Gibson has been convicted in a sex-related case involving minors.

Gibson’s digital trail led investigators straight to a trove of illegal material after authorities in Switzerland flagged activity tied to an encrypted file-sharing network used to distribute child pornography. The Swiss Federal Criminal Police traced uploads to Gibson’s IP address, triggering a cross-border investigation that culminated in a U.S. search warrant executed on his computers. Forensic analysis uncovered hundreds of files containing child sexual abuse material.

The case was spearheaded by the FBI’s Cincinnati Division, which moved swiftly once Swiss authorities delivered evidence. Special Agent in Charge Angela L. Byers confirmed that the suspect’s prior conviction immediately elevated the severity of the charges. “This wasn’t a first-time offender,” Byers said. “This man had already been convicted of preying on a child. Now he’s back, using technology to spread that abuse further.”

Benjamin C. Glassman, U.S. Attorney for the Southern District of Ohio, emphasized that federal law imposes harsh penalties when prior sex offenses are involved. “Distributing child pornography after a prior conviction for a related sex crime carries a mandatory minimum of 15 years and up to 40 years behind bars,” Glassman said. “There is no tolerance for repeat offenders who fuel this vile trade.”

Gibson’s 1998 conviction in Preble County Common Pleas Court for Gross Sexual Imposition now plays a central role in sentencing. Federal sentencing enhancements for recidivist sex offenders mean Gibson will face significantly steeper consequences than a first-time offender. His prior record triggers mandatory minimums under federal sentencing guidelines for sex crimes involving minors.

Assistant United States Attorney Andrew J. Hunt, who is prosecuting the case, commended international cooperation between Swiss and U.S. law enforcement.
