Harvey Printer Accused of Fake Diploma Scheme

HARVEY, LA – Bobby R. Lowe, 66, of Harvey, Louisiana, is facing federal charges after allegedly running a scheme to create fake high school transcripts and diplomas. U.S. Attorney Kenneth A. Polite announced today that Lowe has been charged with one count of conspiracy to commit mail fraud.

According to court documents, Lowe owned and operated a printing company in Harvey and, starting in early 2013, allegedly conspired with students to manufacture fraudulent educational records. These included phony high school transcripts, diplomas, and GED certificates. The documents were then submitted to the Office of Admissions at Delgado Community College in New Orleans, a clear attempt to game the system and illegally access federal funds.

The scheme wasn’t just about forging documents; Lowe allegedly went the extra mile to make the fraud appear legitimate. He provided his co-conspirators with envelopes bearing return addresses for the Department of Education and the Louisiana Community & Technical College System in Baton Rouge. Lowe then instructed them to mail the fraudulent applications from Baton Rouge, hoping to disguise their origin and increase their credibility. The goal? To secure federal financial aid from the United States Department of Education and Delgado Community College.

If convicted, Lowe faces a stiff penalty: up to five years imprisonment, and/or a fine of $250,000. The potential consequences don’t end there. He also faces a mandatory three years of supervised release following any prison sentence, as well as a $100 special assessment fee. This isn’t a slap on the wrist; it’s a serious federal offense.

U.S. Attorney Polite was quick to emphasize that the Bill of Information is simply an accusation. “The guilt of the defendant must be proven beyond a reasonable doubt,” he stated.
