JOHNSTOWN, Pa. – A Johnstown-based crack cocaine operation has been dismantled, with four individuals now facing decades behind bars if convicted on federal narcotics charges, authorities announced today. The bust, a joint effort between the FBI and local law enforcement, rips the lid off a conspiracy that allegedly flooded the streets with the deadly drug.
A federal grand jury returned an indictment against George J. Lawrence, IV, 28, of Johnstown, Pa.; Paulette M. Alt, 52, of Johnstown, Pa.; Donna M. Hawk, 48, of Johnstown, Pa.; and Paul A. Robinson, Jr., 31, of Philadelphia, Pa. The indictment details a scheme to distribute significant quantities of crack cocaine between January 31st and April 23rd, 2013.
Prosecutors allege the quartet conspired to distribute more than 28 grams of cocaine base – commonly known as “crack” – and, on separate occasions, moved both cocaine (less than 500 grams) and additional crack (less than 28 grams). The indictment specifically targets Lawrence, alleging he possessed over 28 grams of crack cocaine with the intent to distribute it on April 23, 2013 – a charge that carries a particularly steep potential penalty.
If convicted, the penalties are severe. Lawrence faces a maximum total sentence of 140 years in prison and a staggering $13,000,000 fine. Alt and Robinson each could receive up to 80 years imprisonment and a $7,000,000 fine. Hawk is looking at a potential 60-year sentence and a $6,000,000 fine. However, Assistant United States Attorney John J. Valkovci, Jr., cautioned that the actual sentences will depend on factors including the severity of the crimes and the defendants’ prior criminal records.
The investigation, spearheaded by the Laurel Highlands Resident Agency of the Federal Bureau of Investigation and the Cambria County Drug Task Force, represents a significant blow to drug trafficking in the region. While an indictment is merely an accusation, authorities are confident in their case. Each defendant is presumed innocent until proven guilty in a court of law.
