Mission Man Norman Lee Ritter Sentenced in Meth Conspiracy

A 49-year-old Mission man has been locked up for pushing poison across tribal and rural South Dakota. Norman Lee Ritter was sentenced to 108 months in federal prison on December 20, 2016, for his role in a sprawling methamphetamine distribution ring that flooded the region with up to five kilograms of the destructive drug.

Ritter pled guilty to Conspiracy to Distribute a Controlled Substance on October 4, 2016, after being indicted by a federal grand jury on March 15, 2016. U.S. District Judge Roberto A. Lange handed down the sentence, which includes 4 years of supervised release, a $1,000 fine, and a mandatory $100 special assessment to the Federal Crime Victims Fund.

From February 2015 through March 2016, Ritter conspired with multiple individuals to distribute methamphetamine, a Schedule II controlled substance, across South Dakota. The conspiracy moved between 1.5 and 5 kilograms of meth—enough to fuel hundreds of addictions and devastate entire communities. Ritter obtained bulk quantities from suppliers who knew he’d turn around and sell it.

On September 17, 2015, law enforcement seized a trove of evidence tied to Ritter’s operation: firearms, ammunition, and $1,203 in U.S. currency—all now forfeited to the government. The cash and weapons signal a dangerous operation rooted in violence and greed, federal prosecutors say.

The case was built through relentless work by the Rosebud Sioux Tribe Law Enforcement Services, the Federal Bureau of Investigation, and the Northern Plains Safe Trails Drug Enforcement Task Force. Assistant U.S. Attorney SaraBeth Donovan led the prosecution, ensuring Ritter faced the full weight of federal law.

Immediately after sentencing, Ritter was turned over to the U.S. Marshals Service to begin his 9-year prison term. The conviction marks a blow against the underground networks that exploit vulnerable communities with cheap, deadly drugs—and sends a warning to others riding the same dark path.
