Paxton Sues MUD Board for EPIC City Land Grab

PLANO, TX – Texas Attorney General Ken Paxton has launched a blistering legal attack against Double R Municipal Utility District No. 2A of Hunt and Collin Counties (“Double R MUD”) and its board, accusing them of a brazen attempt to circumvent state oversight and illegally facilitate the development of the controversial East Plano Islamic Center (“EPIC”) – dubbed “EPIC City” by developers. The lawsuit, filed this week, alleges a calculated scheme to expand the MUD’s boundaries, effectively shielding the project from proper scrutiny.

This maneuver, according to the Attorney General, wasn’t about providing services; it was about dodging the regulations that would apply to a new district created specifically for the development.

The stench of impropriety doesn’t end there. Reports suggest the individuals now claiming to lead Double R MUD may not even be legally qualified to hold office. When state regulators requested documentation to verify their eligibility and taxing authority, the MUD allegedly stalled, and the documents eventually produced proved the directors were, in fact, unqualified. This blatant disregard for legal requirements raises serious questions about the motivations behind the entire operation.

“I will not allow individuals to cheat the system to advance an illegal development and destroy beautiful Texas land,” Attorney General Paxton declared. “If EPIC City’s developers or operatives are attempting to illegally take over local governmental structures in North Texas, my office will do everything in our power to stop their scheme.” The Attorney General’s office is seeking to remove the current board members, invalidate the illegal annexation, and hold them accountable for their actions.

This isn’t Paxton’s first swing at EPIC City. In December 2025, he filed a separate lawsuit aimed at halting the project’s illegal development activity altogether. This latest legal salvo adds further pressure on the developers and those allegedly aiding their efforts. The move signals Paxton’s intent to aggressively pursue any and all avenues to dismantle what he considers a corrupt and unlawful operation.
