Franklin Ulises Rodriguez-Rivas, a repeat immigration violator, is facing a potential life sentence after San Antonio police busted him February 19th. He’s accused of snatching another undocumented immigrant and demanding ransom for their safe return. This wasn’t just an illegal re-entry – it was a full-blown kidnapping, according to federal prosecutors.
Rodriguez-Rivas, deported back to El Salvador in March 2022 after a previous conviction, allegedly held the victim captive while demanding money. The feds say the investigation – a joint effort by ICE Homeland Security Investigations and the San Antonio Police Department – quickly turned up the evidence needed to nail him. He made his first court appearance February 20th.
A grand jury indicted Rodriguez-Rivas on charges of harboring an illegal immigrant, kidnapping (which carries a possible life term), and re-entry into the U.S. after deportation. If convicted on all counts, he’s looking at up to ten years for the harboring and re-entry charges, with the kidnapping charge potentially adding a lifetime behind bars.
This case is part of the Department of Justice’s “Operation Take Back America,” a sweeping initiative targeting illegal immigration and transnational criminal organizations. It’s another example of federal authorities cracking down on those who exploit vulnerable populations and ignore immigration laws.
It’s important to remember, Rodriguez-Rivas is presumed innocent until proven guilty in a court of law. But the evidence presented thus far paints a grim picture for the accused kidnapper.
