Franklin Ulises Rodriguez-Rivas, 34, a Salvadoran national already booted from the US, is facing a potential life sentence after San Antonio police caught him allegedly holding another undocumented immigrant for ransom. The arrest, made February 19th, initially flagged him for yet another illegal re-entry, but quickly spiraled into a far more sinister investigation.

According to court papers, Rivas wasn’t just dodging ICE again – he was actively exploiting someone else. Federal prosecutors say he was confining the victim and demanding money for their release. The joint investigation with ICE Homeland Security Investigations peeled back layers of extortion and unlawful imprisonment.

A federal grand jury responded with a three-count indictment: kidnapping, harboring an undocumented alien, and the repeat charge of illegal re-entry. The kidnapping charge alone carries the potential for a life term. Harboring and re-entry could add another decade to his sentence if he’s convicted.

Federal brass are spinning this as part of “Operation Take Back America,” a broadside against illegal immigration and transnational crime.
