Steve Lin Indicted in Alien Smuggling Scheme at Saga Restaurants

Xing Zheng Lin, aka Steve Lin, 44, of McKees Rocks, Pa., is facing federal charges for allegedly running a human smuggling operation under the guise of a restaurant empire. A federal grand jury in Pittsburgh handed down a two-count indictment on Dec. 6, accusing Lin of harboring and transporting illegal aliens employed at his chain of Saga Restaurants in Monroeville, Robinson, and Bethel Park—all locations he owned and operated.

The indictment, unsealed today, alleges that from as early as 2009 until Jan. 10, 2014, Lin knowingly sheltered and moved undocumented workers across Pennsylvania, exploiting their status to staff his restaurants. The scheme ran for years, hidden in plain sight amid lunch rushes and takeout orders, while federal investigators quietly built a case through Homeland Security Investigations and the FBI.

Each count carries a maximum penalty of 10 years in prison per alien, along with fines of up to $250,000 per individual or both penalties combined. If convicted, Lin could face decades behind bars, with sentencing ultimately determined by the Federal Sentencing Guidelines, which weigh the severity of the offense and any prior criminal record.

Acting United States Attorney Soo C. Song confirmed the charges, underscoring the Justice Department’s ongoing crackdown on employers who profit from undocumented labor. “Exploiting vulnerable individuals for financial gain is not just a violation of immigration law—it’s a crime against the rule of law,” Song said in a statement.

Assistant United States Attorney Shardul S. Desai is leading the prosecution, presenting evidence that Lin did more than simply hire undocumented workers—he actively facilitated their presence in the U.S. through shelter, transportation, and employment, constituting a pattern of criminal conduct under federal statutes.

An indictment is not a conviction. Xing Zheng Lin, aka Steve Lin, remains presumed innocent until proven guilty in a court of law. The case continues to unfold as federal authorities ramp up scrutiny on labor practices in the restaurant industry across Western Pennsylvania.
