Arthur Wayne Kniffley Convicted of Child Sex Abuse, Image Production

Arthur Wayne Kniffley, 43, of Louisville, Kentucky, was convicted on all counts after a three-day trial in U.S. District Court for coercing a minor to engage in sexually explicit conduct and producing visual depictions of the abuse. The verdict, delivered by a federal jury that deliberated less than an hour, marks a grim chapter in a years-long pattern of predatory behavior. Kniffley is already serving a 210-month sentence for prior federal child pornography charges.

The crimes date back to October 12, 2003, and extend through July and August 2007, when Kniffley used a Polaroid digital camera to photograph a minor, then between the ages of 11 and 15, engaging in sexually explicit acts. The images were discovered during a forensic review of digital media seized in a prior investigation. The victim, previously unidentified, came forward after recognizing their image in the forensic analysis and provided a detailed account of repeated sexual abuse by Kniffley.

U.S. Attorney John E. Kuhn, Jr. condemned Kniffley’s actions, stating, “Kniffley is a predator who abused innocent children repeatedly over the course of many years, children who must struggle with the effects of Kniffley’s unspeakable conduct for the rest of their lives.” He added that the community and victims’ families may find some measure of solace in the fact that Kniffley now faces a mandatory term of life imprisonment.

Kniffley’s criminal history runs deep. On January 25, 2010, he was convicted in the Western District of Kentucky, Criminal Action Number 3:08-CR-134-S, for distribution and possession of child pornography, leading to his current 210-month sentence. During an interview with law enforcement in that case, Kniffley claimed he viewed child pornography to prevent himself from harming children—a claim shattered by the subsequent revelations of direct abuse.

Further investigation revealed Kniffley’s involvement in the sexual abuse of three additional minors, documented in state criminal action number 95-CR-2158. In a statement to detectives, Kniffley admitted to using children to perform sexual acts. The FBI, upon being contacted by the newly identified victim, reopened scrutiny into his digital evidence, leading to the federal indictment returned by a grand jury on August 18, 2015.

At sentencing, Kniffley faces a mandatory life term under federal law. The case was prosecuted by Assistant U.S. Attorney Joshua Judd, with assistance from paralegal Lori Cracknell, and investigated by the Federal Bureau of Investigation. Chief Judge Joseph H. McKinley Jr. presided over the trial in Louisville. Authorities stress that the conviction sends a clear message: predators who exploit children will be hunted relentlessly and punished to the fullest extent of the law.
