A 27-year-old Rapid City man with a prior conviction for sexual abuse of a minor was sentenced to 20 months in federal prison for failing to register as a sex offender. Allen Good Shield, already under court-ordered supervision, vanished from authorities’ radar in July 2016 and didn’t update his registration for nearly two weeks—breaking federal law and earning a return trip behind bars.
On January 30, 2017, U.S. District Judge Roberto A. Lange handed down the sentence: 20 months in custody followed by 5 years of supervised release. Good Shield must also pay a $100 special assessment to the Federal Crime Victims Fund. The judgment comes after he pled guilty on November 8, 2016, to a federal indictment handed down August 23 of that same year.
Good Shield’s criminal history traces back to November 2010, when he was convicted in federal court of Sexual Abuse of a Minor. That conviction landed him 27 months in prison and triggered lifetime registration requirements under the Sex Offender Registration and Notification Act. He’s obligated to report any change of address or employment within three business days—rules he ignored in mid-2016.
After registering a Rapid City address in July 2016, Good Shield absconded from supervised release. Authorities issued a warrant, and on August 11, 2016, U.S. Marshals took him into custody in Rapid City. During the gap between August 2 and August 11, he failed to update his status—directly violating federal registration statutes.
The U.S. Marshals Service led the investigation, tracking Good Shield down after he disappeared from supervision. Assistant U.S. Attorney Kirk Albertson prosecuted the case, emphasizing the seriousness of flouting sex offender requirements meant to protect public safety.
Following sentencing, Good Shield was immediately turned over to the U.S. Marshals Service to begin serving his 20-month term. The case underscores the federal government’s push to hold repeat offenders accountable, especially when they evade monitoring systems designed to prevent further harm.
