Attorney General James Slams Alba Services with $1.4M Over Construction Worker Rights Violations

New York – A landmark settlement has been reached by New York Attorney General Letitia James against Alba Services, Inc., its owner Andrew Horan, and related entities for a systemic violation of workers’ rights in the construction industry. The AG’s Office uncovered a pattern of retaliation against injured workers and failure to address sexual harassment, leading to a $1.4 million restitution payment to over 700 current and former employees.

Investigations by the Office of the Attorney General revealed that Alba Services intentionally under-reported workplace injuries, instructed employees not to file claims, and engaged in retaliation against those who did. The company’s actions included public shaming, financial incentives to remain silent, and illegal disclosure of workers’ personal information.

Alba Services also interfered with medical treatment and directed employees to specific clinics to conceal injuries and block compensation claims. Additionally, the AG found that Alba failed to prevent sexual harassment, retaliating against those who reported misconduct, fostering a hostile work environment.

Attorney General James commented, ‘For nearly a decade, Alba silenced injured workers and allowed harassment to thrive. Today, we deliver justice to these workers, ensuring Alba can no longer threaten or exploit its workforce.’

The settlement requires Alba Services to pay $100,000 for a settlement administrator and implement sweeping reforms in compliance with New York’s labor and human rights laws.

This case sends a strong message that violations of worker rights will not be tolerated. The AG’s Office remains committed to protecting the dignity and safety of all workers in New York State.
