New York – In a chilling turn of events, the Office of Special Investigation (OSI) under New York Attorney General Letitia James has launched an investigation into the tragic death of Donnell Hogan on May 13, 2025. The incident occurred during a confrontation with members of the Syracuse Police Department (SPD).
On that fateful evening, SPD officers were responding to reports of gunshots fired within and outside a North Townsend Street apartment building. As they entered the second-floor hallway, they came face-to-face with Mr. Hogan, who was in a wheelchair and wielding a firearm. In the tense encounter, Mr. Hogan reportedly aimed his weapon at the officers, prompting one officer to discharge their patrol rifle, striking Mr. Hogan. The injured man was swiftly transported to a local hospital where he succumbed to his injuries.
Pursuant to New York State Executive Law Section 70-b, OSI is mandated to review every incident reported to it involving possible police misconduct that results in death. This law applies regardless of whether the officer was on-duty or off-duty, and irrespective of the decedent’s status—whether armed, unarmed, in custody, or incarcerated.
