Ex-Cop Rosica Accused of Year-Long Cyberstalking Spree

ROCHESTER, N.Y. – William Robert Rosica, 50, of Irondequoit, NY, a former Irondequoit police officer, is facing federal charges after a relentless campaign of harassment against his ex-girlfriend. Acting U.S. Attorney James P. Kennedy, Jr. announced Rosica’s arrest today, alleging a year-long pattern of stalking and unauthorized computer access.

According to Assistant U.S. Attorney Melissa M. Marangola, the nightmare began after the victim, identified as L.M., ended a three-year relationship with Rosica in February 2016. Immediately following the breakup, Rosica allegedly unleashed a barrage of harassing communications – texts, calls, and emails – that continued for nearly a year, stretching from March 2016 to February 28, 2017. But the harassment didn’t stop at simple communication.

The criminal complaint details unauthorized attempts to access the victim’s work email account and, chillingly, her online medical system. This wasn’t a simple case of unwanted contact; it was a calculated invasion of privacy, potentially jeopardizing sensitive personal information. The FBI investigation reveals Rosica didn’t limit his targeting to L.M., also extending his harassment to her ex-husband and co-workers – a clear attempt to isolate and further torment his victim.

Rosica made an initial appearance before U.S. Magistrate Judge Jonathan W. Feldman this morning and is currently being held pending a detention hearing scheduled for March 3, 2017, at 10:30 a.m. If convicted on the charges of stalking and unlawful access to a protected computer, Rosica faces a maximum penalty of five years in prison and a $250,000 fine. The fact that he was *already* a law enforcement officer makes this betrayal of public trust all the more egregious.

The investigation was a joint effort by the Federal Bureau of Investigation, led by Special Agent-in-Charge Adam S. Cohen, and the New York State Police, under the direction of Major Richard Allen. This case underscores the growing threat of cyberstalking and the lengths to which perpetrators will go to control and harass their victims.
