Karen McGinnis, 46, of Mountain Top, Pennsylvania, is headed to federal prison after admitting she pilfered over $400,000 from the taxpayers of Fairview Township. For nearly two years, from March 2023 to January 2025, McGinnis – the township’s tax collector – treated the public coffers like her personal ATM. She wrote herself checks from property tax accounts, lining her pockets while shortchanging local schools and the township itself.

The scheme finally unraveled, but not before McGinnis had already managed to return only about $40,000. A staggering $367,088.35 remains unaccounted for. Federal investigators say the paper trail was complex, requiring the specialized expertise of IRS-Criminal Investigation to untangle the mess.

Yesterday, Judge Karoline Mehalchick handed down a 20-month sentence. It wasn’t just jail time, though. McGinnis will also serve three years of supervised release after she gets out and is on the hook to pay back every dime she stole. The impact hit both Luzerne County and the Crestwood School District, both of which previously received federal funding.

Assistant U.S. Attorney Kyle A. Moreno prosecuted the case, built on the foundation laid by the IRS-CID investigation. It’s a clear reminder that even seemingly local crimes can trigger a federal response – especially when public money is involved.
