A 27-year-old Rock Hill man, Dai Quan Matthew Felix, has been sentenced to 10 years in federal prison for transporting a 14-year-old girl across North Carolina and South Carolina with the intent of engaging in sexual activity. The abuse occurred between August 2024 and November 2024. Felix pleaded guilty to the crime, which involved sexual intercourse with the minor victim. Law enforcement found sexually explicit videos of Felix and the victim on his phone.
The investigation was part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse. The case was investigated by the FBI Columbia Field Office, with Assistant U.S. Attorneys Lothrop Morris and Elle E. Klein prosecuting.
United States District Judge Mary Geiger Lewis sentenced Felix to 120 months in prison, followed by a 10-year term of court-ordered supervision. Felix will also be required to register as a sex offender for life. There is no parole in the federal system.
This case highlights the ongoing efforts of law enforcement to protect children from sexual exploitation and abuse. Project Safe Childhood aims to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.
