Three men, including a Chinese national, have been charged with conspiring to smuggle millions of dollars’ worth of artificial intelligence technology to China. Stanley Yi Zheng, Matthew Kelly, and Tommy Shad English allegedly sought to illegally ship export-controlled computer chips from a California-based company to China through Thailand, posing a significant threat to US national security.

The scheme, which involved bypassing US export laws, was uncovered by a joint investigation involving the FBI, the Department of Defense Office of Inspector General’s Defense Criminal Investigative Service, and other agencies. The defendants’ actions were deemed a top priority due to the critical role that advanced computing technologies, such as Graphics Processing Units (GPUs), play in military artificial intelligence and national defense capabilities.

US Attorney Theodore S. Hertzberg emphasized the importance of keeping sensitive technology out of the wrong hands, stating that it is a matter of utmost importance to US national security and competitiveness. The FBI and other agencies have vowed to continue working together to prevent the illegal diversion of critical technologies and hold those responsible accountable.

The investigation highlights the ongoing efforts of US law enforcement to combat the smuggling of advanced technology to foreign adversaries.
