BlueSky Management Hit with $672,000 Fine for Tenant Harassment

New York – The New York Attorney General Letitia James and the Tenant Harassment Prevention Task Force have announced a historic $672,578 settlement with Steven Kashanian and his real estate firm, BlueSky Management NY, LLC, for systematically violating NYC construction codes. The company’s negligence forced hundreds of tenants to endure hazardous living conditions across its 72-building portfolio.

BlueSky Management, which spans Brooklyn, Queens, Manhattan, and the Bronx, was cited for illegal construction activities and frequent interruptions of essential services such as gas and water supply. The settlement ensures that affected tenants receive rent credits, refunds on overcharges, civil penalties, and a commitment to safer construction standards.

Attorney General James emphasized the gravity of the situation: “No family should ever feel unsafe in their home.” She added, “BlueSky consistently forced tenants to live in dangerous and unsanitary conditions, putting New Yorkers at great risk. Today we are putting money back into tenants’ pockets and requiring BlueSky to make their buildings safer and cleaner.”

Commissioner Visnauskas of the New York State Homes and Community Renewal echoed these sentiments, emphasizing HCR’s commitment to protecting tenant rights: “We have zero tolerance for those who target vulnerable tenants for profit. This fine is a deterrent against illegal deregulation and demonstrates our dedication to tenant protection.”

Acting HPD Commissioner Tigani praised the coordinated effort of the Tenant Harassment Prevention Task Force: “This settlement, achieved through teamwork, sends a clear message that we will not tolerate unsafe housing conditions. HPD stands with partners in ensuring neighborly safety and habitable homes.” DOB Commissioner Oddo added, “The non-negotiable expectation is for landlords to live up to their obligations. This settlement ensures necessary repairs are made.
