Stephanye McClure-Potts, 51, and Michael McClure-Potts, 60, of Dauphin County, Pennsylvania, were indicted by a federal grand jury on October 19, 2016, on charges of social security fraud, harboring an illegal alien, and confiscating a passport to force labor and services—exposing a years-long scheme of exploitation and deceit.
According to U.S. Attorney Bruce D. Brandler, Stephanye McClure-Potts repeatedly submitted false documents to the Commissioner of Social Security with the intent to secure a Social Security card under a fictitious identity for a citizen of Ukraine. That individual, whose immigration documents were seized, was allegedly coerced into working under threat of deportation, stripped of personal freedom and legal standing.
Authorities say the couple harbored the Ukrainian national from March 2013 through August 2015, violating federal immigration law. During that time, they allegedly maintained control through intimidation, document confiscation, and the promise of false legal status—all while exploiting the victim for unpaid labor inside their household.
The indictment, unsealed the same day the couple was taken into custody, marks the end of a joint investigation involving the Department of State Diplomatic Security Service, the Social Security Administration Office of Inspector General, and the Harrisburg Bureau of Police. Investigators uncovered a trail of forged forms, fraudulent claims, and coercive control tactics.
Prosecuted by Assistant U.S. Attorney Daryl F. Bloom, both face severe penalties if convicted. Count 1 and Count 3—social security fraud and harboring an illegal alien—each carry a maximum of five years in prison, three years of supervised release, and a $250,000 fine. Count 2, passport confiscation for forced labor, carries up to ten years imprisonment, three years supervised release, and the same fine.
As the case moves forward, federal sentencing guidelines will weigh the nature and severity of the crimes, the defendants’ backgrounds, and the need for both punishment and deterrence. For now, the McClure-Potts couple remain presumed innocent. But the indictment paints a grim picture of modern-day servitude, hidden in plain sight in suburban Pennsylvania.
