Sara Monroe, 30, of Holden, Maine, is headed to federal prison for 32 months after being sentenced on charges of conspiracy to possess with intent to distribute heroin. The sentence, handed down today by Chief U.S. District Judge Nancy Torresen, marks the end of a months-long investigation into a Bangor-area drug ring that flooded the streets with lethal doses of black-market heroin.
Monroe pleaded guilty on May 17, 2016, admitting her role in a conspiracy that operated between February and September 2015. Court records show she worked closely with Mario Lee, a/k/a “Moe,” driving him to meet customers and directly obtaining heroin from him for resale. Her actions helped fuel a growing opioid crisis in central Maine during a period of escalating overdose rates.
According to prosecutors, Monroe wasn’t just a driver or courier—she was an active participant in the distribution chain. She coordinated deliveries, facilitated transactions, and helped expand the reach of the operation beyond Bangor into surrounding communities. Each trip, each handoff, carried the risk of addiction, overdose, and death.
The case was aggressively pursued by the Maine Drug Enforcement Agency and the U.S. Drug Enforcement Administration, both of which have prioritized dismantling mid-level trafficking networks feeding the region’s addiction epidemic. Investigators used surveillance, informant testimony, and controlled buys to build the case against Monroe and her co-conspirators.
Following her prison term, Monroe will face three years of supervised release—time during which she’ll be monitored for compliance with federal conditions, including drug testing and employment mandates. Failure to comply could land her back behind bars.
U.S. Attorney Thomas E. Delahanty II reaffirmed the federal government’s commitment to targeting drug traffickers at every level. “This sentence sends a clear message,” said Assistant U.S. Attorney Joel B. Casey, who prosecuted the case. “No role in the drug trade is too small to escape accountability. We’re coming after every link in the chain.”
