SANTA ANA, California — A 65-year-old former school teacher and girls’ softball coach, Robert Ruben Ornelas of Santa Ana, has been convicted on seven federal counts tied to his repeated sexual abuse of two young girls in the Philippines. Ornelas traveled to the country in 2006, 2008, and 2012, where he molested the victims—both under the age of 10—and recorded the assaults, bringing the footage back to the United States.
Ornelas was found guilty yesterday of two counts of engaging in sexual conduct in a foreign place, three counts of producing child pornography, and two counts of possessing child pornography. Each charge adds weight to a case that federal prosecutors call a textbook example of predatory sex tourism. The verdict, delivered after a six-day trial in U.S. District Court, paves the way for a statutory maximum of 190 years behind bars. He will be sentenced by Judge Cormac J. Carney on February 27 and faces mandatory minimums of 15 years for each production count.
Evidence presented during the trial revealed that Ornelas used trips abroad not for leisure or family, but to exploit vulnerable children. Authorities say he targeted impoverished families, paying small sums to gain access to the girls. On each visit, he filmed the abuse and stored the material on digital devices. When investigators executed a search warrant in 2013, they uncovered a trove of videos, still images, and personal logs detailing his crimes—some depicting victims as young as approximately 8 years old.
The prosecution was bolstered by the courageous testimony of the two victims, who traveled from the Philippines to confront Ornelas in a U.S. courtroom. Their accounts painted a harrowing picture of manipulation, coercion, and repeated abuse. Federal prosecutors said the girls’ willingness to testify was critical in securing the conviction and sending a message to predators who believe oceans can shield them from justice.
The investigation was led by the Orange County Child Exploitation Task Force, a multi-agency coalition including U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), the FBI, the Newport Beach Police Department, and the Orange County Sheriff’s Department. Authorities say the case began with a tip in 2013 about Ornelas’ possession of child pornography, which quickly unraveled a larger pattern of sexual exploitation rooted in international travel.
“Pedophiles in the U.S. will not escape prosecution by traveling to foreign lands to victimize children,” said U.S. Attorney Eileen M. Decker. Joseph Macias, HSI Los Angeles special agent in charge, added, “There can be no place for the abuse of foreign children by our citizens.” The case was prosecuted by Assistant U.S. Attorneys Sandy N. Leal and Anne C. Gannon, who called the crimes “a grotesque betrayal of trust by a man once tasked with mentoring young girls.”
