Suffolk Man Charged in ISIL Support Plot

Lionel Nelson Williams, 26, of Suffolk, Virginia, is behind bars and facing federal charges after attempting to provide material support to the Islamic State of Iraq and the Levant (ISIL), a designated foreign terrorist organization. The arrest marks a direct line from a quiet Virginia neighborhood to one of the world’s most violent extremist movements.

Williams was taken into custody yesterday in Suffolk and will face detention and preliminary hearings Tuesday morning at the federal courthouse in Norfolk. The criminal complaint, supported by a detailed affidavit, alleges Williams sent money in October and November 2016 to an individual he believed was funneling funds to ISIL for weapons and ammunition. He thought the cash would arm fighters overseas—instead, it led federal agents to his door.

Online posts further expose Williams’ allegiance. According to the affidavit, he used social media to openly express support for ISIL and to advocate attacks against police officers, military personnel, and armed civilians. His digital trail painted a picture of radicalization that extended beyond words.

The investigation uncovered more than rhetoric. The day after the December 2015 San Bernardino terror attack, Williams ordered an AK-47 assault rifle. During a post-arrest search of his residence, authorities recovered two firearms: an AK-47 and a semi-automatic handgun—tangible evidence of a threat local communities may never have seen coming.

If convicted, Williams faces a maximum penalty of 20 years in prison—a sentence set by Congress, though actual time served will depend on the court’s application of advisory Sentencing Guidelines and other statutory factors. The charge of attempting to provide material support to a foreign terrorist organization carries weight, and federal prosecutors are treating it as such.

The case was announced by Dana J. Boente, U.S. Attorney for the Eastern District of Virginia; Mary B. McCord, Acting Assistant Attorney General for National Security; and Martin W. Culbreth, Special Agent in Charge of the FBI’s Norfolk Field Office. Prosecution is led by Assistant U.S. Attorneys Joseph E. DePadilla and Andrew C. Bosse, alongside Trial Attorney Alicia Cook of the National Security Division’s Counterterrorism Section. The investigation was conducted by the Norfolk Joint Terrorism Task Force and the Suffolk Police Department. Court records are available under Case No. 2:16-mj-524.
