LAREDO, Texas — A 31-year-old Mexican woman has been sentenced to 153 months in federal prison for her role in the 2006 kidnapping of two U.S. citizens in Nuevo Laredo, Tamaulipas, Mexico. Ruth Sarahi Lopez-Espinoza pleaded guilty on February 15, 2017, to conspiring with armed captors who abducted the victims as they left a wedding reception, marking a brutal cross-border crime that left lasting scars.
Visiting U.S. District Judge Keith P. Ellison handed down the sentence after hearing gut-wrenching testimony from both victims, who described enduring two days of terror at the hands of masked gunmen. The kidnappers, armed with pistols and wearing masks, forced the victims into their own Chrysler 300, hooded them, and transported them to an undisclosed residence in Nuevo Laredo. Demands for $20,000 and the victims’ two vehicles were issued, with constant threats of execution.
Lopez-Espinoza, of Nuevo Laredo, was not among the men who physically carried out the abduction—but her role was critical. She and her sister, Christina Rodriguez, an employee at the Laredo restaurant where one victim worked, provided real-time intelligence to the captors. That included the wedding’s date, location, and details about the victims’ vehicles, specifically targeting the Chrysler 300 as a sign of wealth.
Investigators revealed that during the two-day detention, the kidnappers taunted the hostages, telling them an inside source was feeding information about ransom negotiations and law enforcement movements. This betrayal from within a trusted workplace amplified the trauma. The FBI, working with Mexican authorities, eventually traced the leak to Rodriguez and Lopez-Espinoza, unraveling the conspiracy years later.
Lopez-Espinoza was arrested in Nuevo Laredo on March 12, 2015, and extradited to the United States on June 28, 2016. She has remained in custody since. Not a U.S. citizen, she will face deportation after completing her sentence. Judge Ellison ordered her to pay $25,000 in restitution to the victims, calling the case one of the most disturbing he has seen in his judicial career.
Christina Rodriguez, 42, of Laredo, was also convicted and sentenced to 168 months in federal prison, with a corresponding restitution order. The actual kidnappers remain incarcerated in Mexico, serving time for a separate but similar hostage scheme. The FBI led the investigation, and Assistant U.S. Attorney Christopher S. Coker prosecuted the case, sealing justice across borders and years of silence.
