Codie Lee Allen Fisher, 29, of Cedar Rapids, Iowa, choked his pregnant girlfriend during a violent assault fueled by alcohol, triggering a swift return to federal prison. The May 8, 2019, sentence lands Fisher back behind bars for two years after violating the terms of his supervised release.
Fisher was already serving a three-year federal supervised release following a 2016 conviction for making a false statement during the purchase of a firearm—a case that originally sent him to prison for 21 months. That freedom evaporated when he tested positive for controlled substances and alcohol, failed remote alcohol monitoring, and escalated to committing a new violent crime: Domestic Abuse Assault Impeding Air Flow, in violation of Iowa Code § 708.2A(2)(b).
During the revocation hearing, evidence revealed the terrifying moment Fisher, intoxicated, turned on his pregnant partner during a verbal argument. He placed his hands around her neck and throat, choking her multiple times until she nearly blacked out—twice. Police arrived to find Fisher yelling at the victim as she cowered in a corner of the residence.
United States District Court Judge C.J. Williams handed down the 24-month prison sentence in Cedar Rapids, revoking Fisher’s supervised release. A strict no-contact order was issued, barring any future communication with the victim. Upon release, Fisher will face another two years under federal supervision—a period monitored closely by the U.S. Probation Office.
There is no parole in the federal system. Fisher remains in the custody of the United States Marshals Service, awaiting transport to a federal correctional facility. His return to prison underscores the consequences of violating federal supervision, especially when violence is directed at vulnerable victims.
