17 Indicted in Puerto Rico Crack Trafficking Ring

SAN JUAN, Puerto Rico — A sprawling crack cocaine empire that turned parts of Cabo Rojo, Mayagüez, and Hormigueros into open-air drug markets has been ripped apart by a federal indictment charging 17 defendants with conspiracy to distribute crack. The operation, which ran nonstop since 2012 and delivered毒品 by phone order, was fueled by profit and powered by a coordinated crew of runners, dealers, and a self-styled boss known as “Alborata.”

The indictment, returned by a federal grand jury and announced by U.S. Attorney W. Stephen Muldrow, details a 24-hour, seven-day-a-week delivery network that used rental cars, burner phones, and strict shift changes to shuttle crack to buyers. Customers dialed a central number, ordered their drugs, and had them brought straight to their doors—no face-to-face contact, no hesitation. The system was slick, silent, and deadly.

At the top stood Christian Pérez-Rivera, a.k.a. “Alborata/Jefe/Buster/Boss,” accused of leading the organization. Below him: two runners, including Emilio Lamboy-Perdomo and Juan Carlos Colón-Méndez, a.k.a. “Jordan,” and 14 delivery operatives who passed phones and vehicles like batons in a criminal relay. Among them: Reynaldo Sáez-Rivera, a.k.a. “Reynito”; Sean Magnum Acarón-Ramos, a.k.a. “Magnum”; Jean Carlos Pagán-Valentín, a.k.a. “Manolo”; Zell Benedict Martínez-Ruiz; Milaiza Nichelle Martiz-Cardona, a.k.a. “Mila/Prieta”; David Vélez-Bonet; Ruz Vanessa Vargas-Ramírez; Jaime Sánchez-Bravo, a.k.a. “Jaimito”; Marleen Ruiz-López; Alexis Mercado-García, a.k.a. “Gemelo”; Emmanuel Estrada-Pagán, a.k.a. “Manuel”; Ediel Cima De Villa-Moreau, a.k.a. “Kiko”; Jeanette Rivera-Cordero, a.k.a. “Jeanie”; and Jhosean Humberto Aquaron-Rivera, a.k.a. “Coco.”

“This wasn’t some back-alley hustle. This was a business,” said Muldrow. “They had logistics, shifts, equipment—rental cars and phones cycling through hands like clockwork. And they thought they could keep getting away with it.” The DEA and Puerto Rico Police Department’s Ponce Strike Force spent years tracking the network’s movements, calls, and deliveries before moving in.

DEA Caribbean Division Special Agent in Charge A.J. Collazo didn’t mince words: “The world pandemic hasn’t stopped drug trafficking; hasn’t stopped all the violence linked to it. Especially during these hard times, we are more committed than ever to work on making our Island a safer place to live, stay healthy and thrive. The execution of our mission has no space to rest, no time to stay home. Criminal organizations may think they know better, but sooner or later, we’ll bring them to justice.”

Assistant U.S. Attorney Marc Chattah is prosecuting. If convicted, each defendant faces a minimum of 10 years and up to life in federal prison. The indictment is not evidence of guilt—only charges—but the message from federal authorities is clear: no delivery app required when the feds are closing in.
