A 48-year-old Canton man tied to a Jackson-based drug network has been sentenced to 57 months in federal prison for conspiracy to possess with intent to distribute methamphetamine. Sedric Armstrong, also known as Black Sed, was sentenced in U.S. District Court in Jackson, closing another chapter in the sprawling federal crackdown known as Operation Hailstorm.
Armstrong directed a confidential informant to pick up a pound of methamphetamine from co-defendant James Lee Simmons on July 6, 2020, according to court records. The informant paid Simmons $3,000 in exchange for the drugs, completing a transaction orchestrated by Armstrong. The handoff was captured as part of a larger sting aimed at dismantling organized drug rings in central Mississippi.
Operation Hailstorm, led by the Federal Bureau of Investigation and Jackson Police Department, targeted high-level traffickers operating in and around the state capital. The initiative falls under the Organized Crime Drug Enforcement Task Forces (OCDETF), a federal program designed to dismantle major criminal networks using intelligence-driven, multi-agency coordination.
U.S. Attorney Darren LaMarca confirmed the sentencing, emphasizing the federal government’s ongoing push to disrupt drug supply chains that fuel violence and addiction in urban communities. “This conviction sends a clear message: those who profit from poisoning our neighborhoods will face serious federal time,” LaMarca said.
Special Agent in Charge Jermicha Fomby of the FBI Jackson Field Office praised the collaboration between federal and local law enforcement, calling the takedown a direct hit to a network that treated Jackson streets like a distribution hub. “This wasn’t a street-level bust—it was a strategic dismantling of a coordinated drug conspiracy,” Fomby stated.
Armstrong will serve 57 months in federal prison followed by five years of supervised release. Federal prosecutors continue to pursue charges against additional members of the network exposed during Operation Hailstorm, as part of a broader effort to dismantle entrenched drug trafficking organizations in Mississippi.
