Bryan Horgan Charged with Possessing Child Pornography

BOSTON – In a sickening display of depravity, 58-year-old Bryan Horgan, a Level 3 sex offender, has been arrested and charged with possession of child pornography. The gross crime is a stark reminder of the ongoing threat of child predators lurking in our communities.

The charging documents reveal that Horgan’s Microsoft account was found to be uploading child porn, leading investigators to his Boston residence. A thorough search uncovered electronic devices containing disturbing video files of children as young as infants. Another device contained filenames indicative of the heinous crime.

Horgan’s rap sheet is a laundry list of previous convictions: rape of a child, assault to rape a child, indecent assault and battery on a child, disseminating obscene material to a minor, and possession of child pornography. The chilling litany of offenses raises questions about how this individual was allowed to continue perpetrating such atrocities.

The charge of possession of child pornography as a person with a prior conviction under Mass. state law relating to sexual abuse of a minor carries a sentence of at least 10 years and up to 20 years in prison, five years to life of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

Acting United States Attorney Joshua S. Levy and Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division, announced the arrest and charges against Horgan. Valuable assistance was provided by the Boston Police Department. Assistant U.S. Attorney Jessica L. Soto of the Major Crimes Unit is prosecuting the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice, the program marshals federal, state, and local resources to locate, apprehend and prosecute individuals who exploit children, as well as identify and rescue victims.
