Delaware Kidnapper Donnie Taylor Gets 12 Years

WILMINGTON, Del. – Donnie Taylor, 21, will spend the next 12 years behind bars after being sentenced to 144 months in federal prison for his role in a brutal interstate kidnapping and a subsequent crime spree that stretched from Delaware to Georgia. U.S. Attorney Julianne E. Murray announced the sentence, handed down by the Honorable Richard G. Andrews on July 11, 2025.

The chaos began in the early hours of October 17, 2022, when Taylor, along with an unnamed juvenile and Kyaire Finch, lured a victim to a New Castle, Delaware parking lot under the false pretense of a sexual encounter. Once the victim arrived, Taylor and Finch immediately turned violent, punching him in the head and robbing him of his wallet and cell phone. They didn’t stop there. Using an app on the stolen phone, they siphoned $1,400 from the victim’s account.

The kidnapping escalated quickly. Finch restrained the victim in the back seat of a vehicle while Taylor drove the group across state lines to the victim’s home in Pennsylvania. At the apartment complex, Finch continued to hold the victim while Taylor and the juvenile accomplice broke into the man’s apartment. The victim managed to escape Finch’s grasp, causing Finch to flee. Inside the apartment, Taylor brutally assaulted a second victim, leaving him with lacerations to the face and head. They stole $865 and a Sony PlayStation 5 before fleeing, leading Pennsylvania State Police on a miles-long pursuit. Taylor eventually escaped, heading back to Delaware.

But Taylor’s rampage didn’t end there. Back in Delaware, he attacked a 68-year-old woman, stealing her keys and her car. He and the juvenile accomplice then took off for Georgia in the stolen vehicle. Adding insult to injury, investigators discovered Taylor had even penned a “Fugitive to-do list” on his phone, prioritizing obtaining a burner phone to evade capture. On October 20, 2022, Taylor led Georgia State Police on another high-speed chase, recklessly running red lights and nearly causing a crash before officers disabled the vehicle with a PIT maneuver. He attempted to flee on foot but was quickly apprehended.

“This was a disturbing case that began with deception and ended in brutality,” stated U.S. Attorney Murray. “Today’s sentence reflects the seriousness of those actions and delivers a measure of justice for the victims.” FBI Baltimore Acting Special Agent in Charge Amanda M. Koldjeski added, “Donnie Taylor’s dangerous and violent crime spree spread through multiple states…He acted with zero regard for the safety of anyone who crossed his path.”

Assistant U.S. Attorneys Kevin P. Pierce and Carly A. Hudson prosecuted the case, which was investigated by the FBI’s Delaware Violent Crime and Safe Streets Task Force, New Castle County Police Department, the Pennsylvania State Police, and the Georgia State Police. Court documents related to the case are available on the U.S. Attorney’s Office for the District of Delaware website and through PACER (Case No. 1:23-CR-60).
