A Franklin County township supervisor is facing a mountain of criminal charges after allegedly stealing an estimated $150,000 from Quincy Township and the Commonwealth of Pennsylvania. Kerry Bumbaugh, 56, of Waynesboro, used his position of power to funnel taxpayer money toward personal home improvement projects, according to a criminal complaint unsealed today by Pennsylvania Attorney General Josh Shapiro and the FBI.
Bumbaugh is charged with two counts of Conflict of Interest, two counts of Theft of Services, Theft by Unlawful Taking, three counts of Theft by Deception, Insurance Fraud, Forgery, two counts of Tampering with Public Records, two counts of Tampering with Records or Identification, Attempted Tampering or Fabricating Physical Evidence, and Securing Execution of Documents by Deception. Prosecutors allege he forced township employees to perform full-time work demolishing and rebuilding a wall on his private property during regular work hours—effectively turning public labor into free contractors for his personal benefit.
In 2018, Bumbaugh submitted a forged document to the township’s insurance provider, falsely claiming the township had agreed to assume liability for damage caused by a water line installation on his land. That deception netted him nearly $100,000 from the insurer—funds he never used for repairs, instead relying on township workers to do the job at no cost. The scheme continued into 2019 when he had his massive driveway repaved, fabricating invoices to make it appear as though the project was part of a state-funded road improvement initiative.
By doctoring paperwork, Bumbaugh diverted more than $10,000 in labor and equipment costs to cover his driveway project—costs that should have been reserved for township infrastructure. Quincy Township ended up paying over $20,000 for the materials used on his private property, all billed through fraudulent state transportation grants. Investigators say the level of manipulation shows a calculated, ongoing effort to exploit public trust and financial systems for personal gain.
“Kerry Bumbaugh abused his authority as Township Supervisor to steal from taxpayers and build pet projects at his home,” said Attorney General Shapiro. “Thanks to our ongoing collaboration with federal law enforcement, we were able to uncover Mr. Bumbaugh’s crimes and take this step towards restoring trust for Quincy Township residents.” The investigation was conducted jointly with the Federal Bureau of Investigation.
The case is being prosecuted by Senior Deputy Attorney General Megan Madaffari. All charges are accusations. Kerry Bumbaugh is presumed innocent until proven guilty in a court of law. The Office of Attorney General emphasized its ongoing commitment to rooting out public corruption “without fear or favor.”
