A Canadian national, James Hjelmeland, 30, was caught in a sting operation in Orlando, Florida, on December 29, 2024, for attempting to entice a minor to engage in sexual activity. Hjelmeland had been chatting with an undercover detective posing as the guardian of a 12-year-old child, making plans to travel from Canada to Orlando for sex. During the conversation, he distributed child sexual abuse material (CSAM) to the detective. When arrested, Hjelmeland had CSAM on his cellphone, which he had transported from Canada.

Hjelmeland pleaded guilty on November 25, 2025, and was sentenced to 17 years and 6 months in federal prison by U.S. District Judge Carlos Mendoza. The investigation was a collaborative effort between local, federal, and international agencies, including Homeland Security Investigations, the Orange County Sheriff’s Office, and the Southern Alberta Internet Child Exploitation Team.

The agencies’ cooperation demonstrates a commitment to protecting children from exploitation and harm. As U.S. Attorney Gregory W. Kehoe stated, the diligence and shared expertise of law enforcement partners brought another child predator to justice. The case highlights the importance of law enforcement collaboration in safeguarding vulnerable members of society.

Homeland Security Investigations Jacksonville Assistant Special Agent in Charge Tim Hemker emphasized the fundamental responsibility of law enforcement to protect children. By taking sexual predators like Hjelmeland off the streets, law enforcement agencies ensure the continued safety of children and uphold their commitment to justice.
