Bucks County Home Care Scam: Owners Indicted for Fraud

PHILADELPHIA, PA – A Bucks County home care operation allegedly built on lies and fraudulent claims is facing federal charges, the Department of Justice announced today. Favorite Home Care, LLC, along with its top brass, are accused of a brazen scheme to bilk Medicaid and a Medicaid Managed Care Organization out of funds for services never rendered.

Named in the indictment are Marina Sakson, 59, and Larry Sakson, 61, both of Marlton, New Jersey, identified as the co-owners of Favorite Home Care. Also charged are employees and managers Olena Radionovsky, 49, and Michael Radionovsky, 54, both of Holland, Pennsylvania. Each defendant faces a single count of conspiring to commit health care fraud, alongside a staggering 20 counts of health care fraud itself.

The feds allege the quartet personally signed off on electronic visit verification calls – essentially swearing they were providing care to vulnerable clients – when they weren’t even in the same room. According to the indictment, Favorite Home Care, LLC, then brazenly submitted claims for this phantom care, raking in payments based on false pretenses. The total amount of the alleged fraud is significant, though specific dollar amounts were not immediately released.

“This wasn’t a mistake; it was a calculated effort to defraud a system designed to help those in need,” a source close to the investigation told Grimy Times. “They were treating Medicaid like their personal ATM, and the FBI and HHS-OIG were watching.” The investigation, led by the FBI and the U.S. Department of Health and Human Services Office of Inspector General, uncovered a pattern of falsified records and deceptive billing practices.

Assistant United States Attorney Elizabeth Abrams is prosecuting the case. The government is emphasizing that these are merely allegations at this stage. Every defendant is presumed innocent until proven guilty in a court of law. However, if convicted on all counts, the Sakson’s and Radionovsky’s could face significant prison time and hefty fines.

Notably, the release of this information was delayed due to the recent federal government shutdown, which ran from October 1, 2025, to November 12, 2025.
